Ulsan Metropolitan City to build Korea’s First Smart Office System for Administrative Services
Ulsan City Cloud Informatization Strategic Plan to be established through the investment of 100 million won of national budget
A smart work environment for working anytime, anywhere to be created


Ulsan City will become the first Korean local government to build a smart office system for administrative services.
The city has announced that the establishment of Ulsan City Cloud Informatization Strategic Plan will be started in October and completed in January of next year, supported by 100 million won of national budget and consulting from the Korea Local Information Research & Development Institute.
Ulsan City had decided to build Korea's first smart office system for administrative services in March of this year and visited the government ministries and public institutions to secure business expenses and muster up their support.
The plan establishment is the first step toward the building of such a system and will provide a framework for the following three areas: document centralization, cloud PC virtualization, and network isolation.
With the completion of the plan, Ulsan City will begin to build Ulsan City Smart Office System from February 2018 to 2020.
The completed system will transform the work conditions of Ulsan City's public employees.
First, in terms of task fulfillment, a cloud computing environment where employees can perform their tasks anytime and anywhere will be created. For example, they can resolve a civil complaint on the spot by using a mobile terminal or perform their daily tasks during a business trip.
Second, in terms of work environment, various manuals and reference materials will vanish from employees' desks, and spaces such as conference rooms and mobile phone booths will be created. In addition, small-capacity PCs with less heat, noise, and fine dust will be used, resulting in a human-friendly green IT work environment that reduces electricity costs by 170 million won per year.
Third, in terms of work efficiency, change-over process, which took about two to three days in the past, will decrease to half a day, and the documents managed by the individual will be centralized and classified into various categories such as work types, departments, and projects. In this way, time required for employees’ adaptation to new tasks will decrease from one to two months down to two weeks. In addition, 70% of duplicate documents managed by individuals will be deleted, which will reduce server purchase budget and maximize employees' competence through real-time sharing and collaboration.
Kim Seon-jo, head of the Planning and Coordination Office, said, "Ulsan City is the nation's first local government to promote document centralization, cloud PC virtualization and network isolation. This innovative plan will enable the city to take a bold step forward in administrative services based on ICT. The Korea Local Information Research & Development Institute is also actively supporting Ulsan to develop a model case for the smart public administrative work system."
