Ulsan to receive the best rating (1st) among metropolitan cities

Participation of 29 central government ministries, evaluated by 100 indicators (quantitative and qualitative)

Ulsan was honored to take the 1st place among metropolitan cities in the 2023 Government Joint Evaluation.

The city announced on May 1 that as a result of the 2023 Joint Evaluation of Local Governments announced by the Ministry of the Interior and Safety, Ulsan won the 1st place in the quantitative evaluation among the metropolitan cities with a goal achievement rate of 92.3%, and six best practice cases were selected in the qualitative evaluation.

Ulsan received the best rating in the previous year as well. This is an internal and external recognition that the Ulsan's strength and administrative capabilities are among the best in the country.

The Government Joint Evaluation is the only government-level comprehensive evaluation system for local governments, organized by the Ministry of the Interior and Safety, in accordance with the Framework Act on Public Service Evaluation, to ensure the integration and efficiency of national affairs. It evaluates the delegated national tasks, national grant programs, and the performance of major national policies for 17 cities and Dos, jointly conducted by 29 central government ministries.

This year, the performance of local government organizations in relation to six major national policy tasks and 100 evaluation indicators (78 quantitative and 22 qualitative) carried out during 2022 was assessed, divided into the city and provincial sectors.

For the quantitative evaluation, each city and provincial government was assigned with a target, and the target achievement rate was evaluated. For the qualitative evaluation, two excellent cases were selected for each indicator.

The evaluation was conducted according to a fair and objective procedure through mutual verification between cities and dos along with the collective verification of 29 central ministries and 89 joint evaluation teams from January to April. It was finalized after final deliberation by the Joint Evaluation Committee of the Ministry of the Interior and Safety and the Government Performance Evaluation Committee of the Office for Government Policy Coordination.

Ulsan achieved 72 out of 78 quantitative evaluation indicators (92.3%), ranking first among metropolitan cities. It is noteworthy that the achievement rate of this quantitative evaluation is 4.4% higher than the average achievement rate of metropolitan cities (87.9%).

In the qualitative evaluation, six best practice cases were selected, including: responding to digital transformation, open access to public works, administrative services for improving public language, and utilizing waste synthetic resin for recycled products.

The "quantitative indicators" are set at different targets for each metropolitan city, taking into account local environmental conditions, and are adjusted upward each year based on the previous year's performance. Ulsan, which is already at the top level, has higher targets than other metropolitan cities, so the city has to put far more effort to achieve them.

Thus, it is not an easy task to achieve good results consecutively. Despite facing unfavorable conditions compared to other metropolitan cities, it is noteworthy that Ulsan has achieved the best performance in quantitative evaluations.

Ulsan has been continuously striving to improve its performance in the Government Joint Evaluation through joint evaluation progress reports, intensive management of performance by indicators, competency strengthening training, and expert consulting.

Vice Mayor for Administrative Affairs Seo Jeong-uk stated, "Despite the difficult conditions, our city achieved the best performance in the Government Joint Evaluation because the city and the five gus and guns communicated and worked together and did their very best in each field. We will continue to gather all our capabilities to provide citizen-centered administrative services for the citizens. We will put our utmost effort in satisfying the citizens in order to achieve the goal of creating a new great Ulsan and a dream city, Ulsan."

Moreover, Ulsan expects to receive more financial privileges as a result of this evaluation than the KRW 1.188 billion in special government grants it received as a reward last year.
