Ulsan to Hold “United Defense Council Meeting for 2025 Ulchi Civil Defense Drill” On August 13, Review and Declaration of Integrated Defense Situation, and Training of Crisis Management Procedures Ulsan Metropolitan Government announced that it will hold the “United Defense Council Meeting for 2025 Ulchi Civil Defense Drill” at 10:00 a.m. on August 13 in the Integrated Defense Situation Room, B2, Annex 2 of City Hall. This council meeting is being convened ahead of the nationwide Ulchi Exercise, scheduled for August 18–21, to review the united defense system involving civilians, government, military, police, and fire departments, and to practice responses to local provocations as part of the national crisis management drill. Mayor Kim stated, “This year’s Ulchi Exercise is more important than ever, taking place amid increasingly diverse and sophisticated security threats. We will maintain close cooperation between all agencies and prepare thoroughly to ensure the training is as realistic as possible, so we can safeguard the lives and safety of our citizens.” The Ulchi Exercise, a national emergency preparedness drill, was launched in 1968 following a North Korean armed infiltration incident and is conducted annually on a nationwide scale. This year, over 4,000 entities, including all local governments at the township level and above, public institutions, organizations, and critical infrastructure companies, will take part, totaling over 580,000 participants nationwide. In Ulsan, 89 organizations and critical facilities, involving about 16,500 participants, will take part, except for Ulju County, which has been designated a special disaster zone and is excluded this year. The 2025 Ulchi Civil Defense Drill will focus on realistic scenarios reflecting recent security developments, including drone threats, cyberattacks, and disruptions to critical infrastructure. End. Ulsan To Conduct “2025 Safe Village for Life-Respect Project” Consultation Review of Project Outcomes and Discussion of Improvement Measures on August 13 Ulsan Metropolitan Government announced that it will conduct the “2025 Safe Village for Life-Respect” Consultation at 2:00 p.m. on August 13 in the 4th-floor conference room of the Ulsan Traditional Market Support Center to strengthen the suicide prevention safety network. The Safe Village for Life-Respect project establishes a township-level suicide prevention safety net in which local agencies and organizations engage in evidence-based suicide prevention activities to detect residents at risk early and refer them to specialized institutions in the area. The consulting session aims to review the project’s direction and enhance its implementation as part of the national priority suicide prevention initiative. The Korea Foundation for Suicide Prevention’s regional planning team will provide expert consulting, with around 20 participants from Ulsan City, the Ministry of Health and Welfare, local public health centers, and metropolitan and basic mental health welfare centers attending. Key agenda items include monitoring and consulting on the Safe Village for Life-Respect project’s progress, and discussing improvements for more effective operation of the system. The initiative began last year in three districts (Hwajeong-dong in Dong-gu, Nongso 1-dong in Buk-gu, and Eonyang-eup in Ulju-gun) and expanded this year to six more districts (Byeongyeong 2-dong and Taehwa-dong in Jung-gu, Samsan-dong in Nam-gu, Bangoe-dong in Dong-gu, Nongso 2-dong in Buk-gu, and Samnam-eup in Ulju-gun). To promote a culture of life respect and establish a suicide prevention safety net, the city is implementing various measures: Life-respect awareness education and training “life keepers,” Suicide prevention campaigns through public-private cooperation, Strengthening control over suicide means and high-risk locations, Establishing support systems for post-management of suicide attempters and bereaved families, Operating a 24-hour mental health crisis response system (1577-0199), securing psychiatric emergency public beds, and establishing Psychiatric Emergency Response Centers End.
Ulsan Launches Full-Scale Training for Local Government Infectious Disease Response Personnel Theoretical and Practical Training by Disease Type, Including Epidemiological Investigations and Response Drills On-site, Tailored Training to Strengthen Local Response Capabilities Ulsan Metropolitan Government announced that it will conduct “Local Government Field Epidemiology Training Program–Frontline (FETP-F)” from August 13 to November 21 in the 2nd-floor seminar room, main building, the Ulsan Institute of Health & Environment, in cooperation with the Ulsan Center for Infectious Disease Control & Prevention. The training aims to enable prompt responses and systematic prevention and control of infectious disease outbreaks in the region. The program is based on Article 18-3 of the Infectious Disease Control and Prevention Act (Fosterage of Personnel for Epidemiological Investigations) and seeks to enhance the expertise and practical response capabilities of local infectious disease management staff. Training will be provided to 273 local government personnel nationwide, with Ulsan fielding six participants—one from the city government and one from each district/county. The 80-hour course includes 7 hours of general online lectures via Zoom, 64 hours of regional field training, and 9 hours for the final evaluation session. The Korea Disease Control and Prevention Agency will handle the general lectures and final evaluation, while the Ulsan Center for Infectious Disease Control & Prevention will lead the field training. Lectures will be delivered by a team of infection control experts, including Gang Dong-yun, head of the Ulsan Center for Infectious Disease Control & Prevention and professor of preventive medicine at Ulsan University Hospital. The curriculum covers infectious disease policies, crisis response systems, disease-specific guidelines, field epidemiological investigations, on-site response drills, case-based learning by disease type, donning and doffing of personal protective equipment, and specimen collection methods. A city official stated, “The key to infectious disease response lies in how quickly and accurately decisions and actions are made on-site. This training will significantly strengthen the expertise and response systems of local government personnel.” In addition to this training, the Ulsan Center for Infectious Disease Control & Prevention has previously conducted proactive training on pediatric respiratory infections and vaccinations. Ulsan Accelerates Its Leap Toward Becoming an AI Capital Launch of the Ulsan Artificial Intelligence Committee and First Meeting on August 12 Full-Scale Launch of Public-Private Cooperation Framework and Data Center Utilization Strategy Ulsan Metropolitan Government has begun full-fledged efforts to become an “Artificial Intelligence (AI) Capital.” On August 12 at 3:00 p.m., at the main conference hall on the 2nd floor of City Hall, the city held the launch ceremony for the “Ulsan Artificial Intelligence Committee” along with its first meeting, announcing the operation of a public-private governance system to implement the Ulsan-style AI strategy. The newly launched committee consists of 20 experts from diverse fields such as manufacturing, energy, information and communication, and education. The committee members will play a role in refining major policy tasks and proposing execution strategies for Ulsan’s AI industry development plan, in light of attracting the SK–Amazon Web Services (AWS) AI Data Center and the enforcement of the AI Basic Act scheduled for next January. The event will be attended by Ulsan Mayor Kim Doo-gyeom, along with representatives from the Ulsan Ict Promotion Agency, Ulsan National Institute of Science and Technology (UNIST), Electronics and Telecommunications Research Institute (ETRI), University of Ulsan, Korea Institute of Industrial Technology, Ulsan Chamber of Commerce and Industry, and SK Telecom, as well as about 20 experts from industry, academia, research, and government. The meeting included the awarding of appointment certificates to committee members, sharing of operational directions, and exchange of on-site opinions on Ulsan’s strengths and areas for improvement. Discussions particularly focused on nurturing industries centered on the AI Data Center, expanding AI infrastructure across sectors, advancing AI talent development systems, in line with the policy direction of the National Policy Planning Committee. Mayor Kim stated, “Ulsan is the optimal location to stand at the center of an AI-based industrial transformation by adding data infrastructure to our manufacturing foundation. We will apply AI technology to our key industries to produce tangible results and fulfill a national role in the manufacturing AI sector.” Earlier, in June, Ulsan succeeded in attracting a KRW 7 trillion data center dedicated to AI from SK Telecom and Amazon Web Services (AWS). Scheduled to begin construction this August, the data center will start its first phase of operations in 2027 with a 41MW capacity, and will be fully completed by 2029 with a total capacity of 103MW based on high-performance GPUs. This facility will function as a massive AI computation hub covering the Asia-Pacific region and serve as a core node in AWS’s AI cloud network, greatly enhancing Ulsan’s global standing. Ulsan plans to strategically link the data center with local industries rather than leaving it as mere infrastructure. Through the ongoing “AI Data Center Utilization Study,” the city is preparing, AI application models for each industry, strategies to attract domestic and foreign AI companies, industry-academic-research cooperation models, measures to connect with the Free Regulatory Zone. Based on the study results, the city will proactively respond to national AI hub policies and the enforcement of the AI Basic Act, while concretizing an Ulsan-style AI industrial ecosystem. Going forward, Ulsan will continue to use the AI Committee as a hub for policy advice, execution monitoring, and new project discovery, and will sequentially promote various follow-up events such as the AI Capital Ulsan Declaration Ceremony, forums, academic conferences, and investor presentations.
2025 Ulsan Public Data Utilization Startup Competition Awards Ceremony Held A Total of Six Winners Awarded—Three in Each of Two Categories Category Grand Prize Winners Advance to National Finals in September Ulsan Metropolitan Government announced that it held the “2025 Ulsan Public Data Utilization Startup Competition Awards Ceremony” at 3:00 p.m. on August 12 in the 3rd-floor meeting room of Ulsan Metropolitan Council. The city had invited submissions from April to July to discover creative ideas and business models using public data. The competition received a total of 34 entries—27 in the Idea Planning category and 7 in the Product/Service Development category. Following document screening and presentation evaluations, six winning entries were selected, with three from each category. In the Idea Planning category, the Grand Prize went to Ditaep Co., Ltd. for its “Factory E-DNA Platform,” the Excellence Award to Team Bigwave for its “AI-based Video-Generated Dementia Patient Reminiscence Therapy Platform—Memory Keeper,” the Encouragement Award to Team Career Stamp for “Career Stamp.” The Grand Prize-winning “Factory E-DNA” platform analyzes energy consumption patterns of manufacturing companies and proposes ways to supply energy more efficiently and cost-effectively using AI. In the Product/Service Development category, the Grand Prize went to Team Bareum for “Bareum,” the Excellence Award to Team Triplets for “Wishnest,” the Encouragement Award to Team Lighthouse for “Marine-i.” “Bareum,” the Grand Prize winner, is an integrated platform that provides AI-based real-life conversation practice and automatically gathers information on various foreigner support programs to assist foreigners residing in or preparing to move to Korea with stable settlement and social integration.
