Signs the Letter of Intent for Friendly Exchange
and Cooperation (LOI)

Promised Active Cooperation for Support towards Activities in the Corporate and Private Sectors on the 18th

The overseas mission of Ulsan Metropolitan Government (Leader Kim Doo-gyeom) will be visiting Fergana, Uzbekistan, to successfully initiate the shipbuilding personnel training project.

The overseas mission will visit the Fergana state capitol at 9:30 AM (1:30 PM KST) to meet with Governor Khayrullo Bozorov and sign the Letter of Intent for Friendly Exchange and Cooperation (LOI).

This Letter of Intent is written for mutual understanding, friendship improvement, exchange, and the promotion of cooperation between the two cities.

Through the Letter of Intent (LOI) for friendly exchange and cooperation signed between Ulsan and Fergana, both parties commit to collaborative development in various areas, including the economy, trade, science and technology, culture, sports, healthcare, and human resources. They also pledge to support activities in the corporate and private sectors to facilitate active corporate investment and private exchanges.

Afterwards, at 2:00 PM (6:00 PM KST), there will be a guided tour of the Eco City complex in Fergana led by Mayor Vosiljon Nazarov.

The Eco City complex focuses on environmental sustainability and a balanced life with nature by combining an innovative new city containing 3,000 households, an artificial lake, and an outdoor performance hall with respect for the environment all contained in a 4 million m2 area.

Mayor Kim Doo-gyeom stated, “We expect friendly exchanges and mutual cooperation to become more active between the two cities as a result of signing of the Letter of Intent.” He added, “We will continue to expand exchange and cooperation projects to promote friendly collaboration.”

Deliberation of 3 Cases Including the Child Abuse Prevention Plan
on the 18th

Securing Effectiveness of Child Policies and Creating a Safe and Healthy Environment

With participation from about 10 people including An Seung-dae the administrative vice-mayor, and members of the Child Welfare Deliberation Committee, Ulsan Metropolitan Government announced that it will host the “Ulsan Child Welfare Deliberation Committee” in the control room on 7F of the city hall on 3:00 PM, Mar. 18.

3 new members of the Child Welfare Deliberation Committee are elected and key issues related to child welfare are discussed during the meeting.

The 3 key issues include plans to support the independence of children targeted for protection, child abuse prevention plans, and plans to support local children's centers, etc.

The first issue of a plan to support the independence of children identified for protection focuses on developing and managing assets. This approach aims to empower these children to achieve greater independence. Also, education and program support methods to strengthen their independence capabilities will also be discussed.

The second issue, child abuse prevention plan, focuses on preventing abuse and providing specific measures to protect victims. Strengthening abuse prevention education and promotion, immediate protection and treatment of child victims, and establishing a cooperative system between related institutions, etc. are planned to be discussed.

Lastly, the local children’s center support plan discusses operation support methods for children's centers that play the role of childcare and welfare within the local community.

Administrative vice-mayor An Seung-dae commented, “Increasing the effectiveness of child policies and support for children to grow in a safe and healthy environment is required t create a good environment to raise children”, and “We hope for your active cooperation towards the Child Welfare Deliberation Committee put smiles on children in Ulsan.”

Ulsan Selects for the Labor Policy Project Contest
by the Ministry of Employment and Labor

Vitalization towards the Installation of Mobile Worker Shelters
and Local Mutual Cooperation Projects

Ulsan Metropolitan Government announced the city was selected for both the "Workplace improvement project“ for the labor disadvantaged and the “Local mutual cooperation project” hosted by the Ministry of Employment and Labor.

Following the selection for this contest, Ulsan secured KRW 120 million in national funding, adding KRW 122 million in city funds to create a total project budget of KRW 224 million for creating the 3rd mobile worker shelter and an Ulsan-type labor-company-government crisis response coexistence model.

The “Workplace improvement project” for the labor disadvantaged is a project for improving the work environment of mobile workers such as online-based (platform) workers, special-type workers, freelancers, etc.

The city is currently operating 2 mobile worker shelters in Nam-gu Dal-dong (No. 1) and Buk-gu Jinjang-dong (No. 2), which was used by 37,745 people last year alone with positive feedback from mobile workers.

Especially, it is fulfilling its role as a pleasant rest area for mobile workers seen by its daily usage of about 200 people (No. 1) during the winter cold snap.

Also, there were constant requests for additional installation due to it providing convenience and a cozy space to rest.

Accordingly, the city will be installing an additional mobile worker shelter following the selection for this contest, with plans to improve the quality of the work environment by providing a comfortable rest area, etc.

The “local mutual cooperation project” is a project that is being carried out to create a labor-corporate relationship of coexistence by vitalizing cooperation between workers, companies, government, and the public.

The city is planning to create a system that can respond to the crisis in the petrochemical industry which is expected to face difficulties due to global oversupply and economic downturn.

A city official revealed, “Various support projects for the labor welfare and labor-corporate cooperation will continue to be carried out.” End.

“Leaping into Becoming a Center of the MICE Industry”

Vitalizing the Exhibition and Event Industry and Strengthening International Competitiveness

Expanding Targets for Discounted Use of the Ulsan Exhibition & Convention Center (UECO)

Ulsan Metropolitan Government announced that it is carrying out various exhibition and event (convention) vitalization policies to secure itself as a center of the MICE industry.

The MICE industry includes all corporate meetings, incentive travel, international conferences, exhibitions, and special events, producing high value through accommodation, food, shopping, local tourism, etc.

The Ulsan Exhibition & Convention Center (UECO) opened in 2021 has contributed to improving the local economy by successfully hosting various international and domestic exhibitions.

Especially, about 430 booths from 470 companies were operated with participation from major companies such as Samsung SDI and Hyundai Motor Company in World Advanced Vision Expo (WAVE 2024).

Participated by 116 buyers from 13 countries, about 700 export/purchase consultations were carried out, producing significant achievements such as about KRW 50 billion in business consultations.

WAVE 2025 is planning to strengthen the attraction of overseas companies, and expand participation through various programs by hosting the "Preview for Consumer Electronics Show (CES) 2026" which is a global industry and technology trend seminar for normal participants.

Additionally, a ‘Sustainable exhibition complex industry (MICE industry) and tourism forum’ will be hosted to strengthen Ulsan’s position as an industry-specialized MICE and tourism city.

It is also focusing on increasing the competence of the MICE industry through continuous hosting of local-specialized events.

Based on these achievements, the city pursues policies for boosting the exhibition and convention industry.

First, policy support for the vitalization of the exhibition and convention industry will be expanded.

To facilitate public events and develop the local economy, a revision of the ordinance to expand targets for exhibition hall usage fee reduction was completed in September last year.

Accordingly, up to 50% for national, local government, and public institution events, and 30% for the exhibition and sales of locally produced products in tax reductions will be applied.

Also, when using designated catering services, 4 hours of event space can be provided for free so companies and organizations to operate events economically.

Furthermore, the city promotes the designation as a reserve international conference district under the Ministry of Culture, Sports, and Tourism.

A foundation to leap as a global hub of the MICE industry that converges culture, ecology, and tourism is being created to evolve from an industrial city. Increased transportation convenience, and strengthening of multi-language information services will be carried out to vitalize tourism and enhance competitiveness in the MICE industry.

If it is designated as a reserve international conference district, governmental support towards expanding conference and exhibition infrastructure and attraction of international events will be possible, strengthening Ulsan’s international competitiveness in the MICE industry.

On Mar. 19, promotion for the exhibition hosting support project and MICE industry business fair will be held targeting private hosts and agency leaders, which is planned to be expanded to related businesses in the future.

Using this as a foothold, the attraction of various domestic and international events towards Ulsan will continue.

A city official stated, “We will blow new life into the local economy by vitalizing the convention industry, and enhance our global competitiveness by attracting MICE industry events”, and will “Continue our efforts to secure Ulsan’s place in the center of the MICE industry.”

Sharing of Child Abuse Response Promotion Status and Items
for Cooperation on the 18th

Ulsan Metropolitan Government announced it will host the “2025 1st Ulsan Child Protection Organization Meeting” in the conference room on 3F of the city hall annex 1 building on Mar. 18, 10:30 AM.

The meeting was participated by 10 members from 11 institutions including the city, 5 municipalities, Ulsan Metropolitan Police, Ulsan Metropolitan Office of Education, Children Guardian Hospital (Ulsan University Hospital), and 2 child protection institutions, etc.

Participants will share their working status towards child abuse in 2025 for each institution, and discuss items of cooperation for child abuse response.

A city official announced, “17 projects in 4 areas is planned to be executed to strengthen treatment and recovery of victim children and provide customized recover support”, and added that “Especially, we will make a city where children can stay happy by strengthening preventive education and promotion to improve perception towards child abuse.”

On the contrary, Ulsan’s child abuse reports have been constantly decreasing the last 3 years after hitting its peak in 2021. The number of reports dropped by 24.5% with judgments decreasing by 42.5%, where reports were down 49.6% and judgments 70.5% compared to 2021.

The reason for the drop in child abuse report and judgment cases is analyzed to be due to strengthening the discovery and early intervention of children in crisis before the report from 2022, efforts towards improving perception of child abuses, and reduced re-reporting due to strengthening case management, etc.

Transitions Air Quality Warning Alert
to "Kakao AlimTalk"

Diverse and Quick Information to be Provided Starting on Mar. 19

The Ulsan Institute of Health and Environment(“Research Institute”) announced it will transition its air quality warning alert services to "Kakao AlimTalk" starting on Mar. 19.

Previously, the research institute used SMS to inform fine dust or ozone warnings. However, the existing text services had limitations in providing a variety of information due to its short paragraph format.

The plan is to transition to Kakao AlimTalk to provide air quality warnings such as fine dust and ozone in a more detailed and swift manner.

The Research Institute expects to provide diverse information as additional links such as real-time air quality information and instructions are possible after transitioning.

Additionally, budget reduction effects are anticipated as the cost of sending is about 60% cheaper compared to text.

The air quality warning alert service will be provided from 6:00 AM to 9:00 PM, paused during the nighttime when outdoor activities are less common.

Citizens using the existing text services will be automatically changed to Kakao AlimTalk without a separate application process.

However, citizens who don’t use KakaoTalk can continue to receive alerts through text (SMS), where new applicants can apply for free through the Research Institute website (https://www.ulsan.go.kr/s/uihe).

An official from the Research Institute revealed, “We introduced the Kakao AlimTalk to provide information more effectively”, and “We will strive to contribute to improving citizens’ health by providing air quality information more conveniently.”

2025 First-half Infectious Disease Response Personnel Ability Training

Targeting Personnel in Related Areas such as City and Municipal Health Centers on the 18th

The city and the Center for Infectious Diseases Control and Prevention announced that it will perform the "2025 First-half Infectious Disease Response Personnel Ability Training" targeting 30 infectious disease response personnel from the city of Ulsan and 5 municipal health centers at the traditional market support center 4F lecture hall on Mar. 18, 4:00 PM.

This training was held to help understand and enhance expertise on infectious respiratory diseases for children and vaccination as the recent wave of various infectious respiratory diseases such as pertussis that are spreading together are focused on infants and children after the COVID-19 transition.

Dr. Choi Young-bae from the Department of Pediatrics at Ulsan Medical Center will lead the training, focusing on the management of infectious respiratory diseases and vaccinations for children.

A city official mentioned, “By strengthening expertise and utilizing it in the field through infectious disease response training for local municipalities, it is expected to be of great help to preventing the spread of infectious diseases.” End.


Ulsan Seo-Ulju Fire Station

Performs Human Rescue Training Using Drones in Preparation for Spring Hiking Accidents

The Ulsan Seo-Ulju Fire Station announced it will perform human rescue activities using drones in preparation for spring hiking accidents at the trailhead of Sangbuk-myeon, Ulju-gun complex welcome center on Mar. 18, 10:00 AM.

It was created to fully prepare for establishing a response system in case of a fire as forest fire risks are expected to greatly increase due to the effects of abnormal weather and dry climate.

20 firefighters including rescue personnel will take part in the training, which will be carried out 3 times over 2 weeks until Apr. 1.

The training will include mountain rescue technique training using firefighting drones,

rescue training using drones equipped with thermal imaging cameras, mountain rescue competence strengthening training of rescue personnel, etc.

An official from the Ulsan Seo-Ulju Fire Station stated, “The spring forest fire season is a period that requires active participation and interest from citizens, where we will establish a quick response system centered around fire stations and the forest fire prevention headquarters to minimize the occurrence of fires”, and requested citizens to take extra caution and cooperation against forest fires.
