The purpose of this Ordinance is to prescribe matters necessary to choose and manage the symbols of Ulsan Metropolitan City.

For the purpose of this Ordinance, the term "symbol" means each of the following as provided in Article 3, which symbolizes the Ulsan Metropolitan City (hereinafter referred to as the "City").

The ordinance aims at stipulating the procedures to push forward Ulsan Metropolitan City’s projects and the mandates for the establishment and operation of the Private Investment Project Deliberation Committee, pursuant to the “Private Investment Act for Social Infrastructure.”
The terms used in the ordinance shall be defined pursuant to the “Private Investment Act for Social Infrastructure” (hereafter “Act”) Article 2.
The mayor of Ulsan Metropolitan City (hereafter “Mayor”) shall work to secure financial soundness and efficiency for any private capital attraction to improve and operate social infrastructures.

The purpose of this Ordinance is to enhance competitiveness and stabilize business management of small and medium enterprises and to contribute to the development of the local economy by prescribing matters necessary for facilitating the purchase of products manufactured by small and medium enterprises located in Ulsan Metropolitan City and assisting with developing markets for such products.
The terms used in this Ordinance shall be as specified in the Act on Facilitation of Purchase of Small and Medium Enterprise-Manufactured Products and Support for Development of Their Markets (hereinafter referred to as the "Act").

The Mayor may provide a financial support, within budgetary limits, to help universities, research institutes, City-invested or City-funded institutions, companies, organizations, or start-up entrepreneurs to cover all or some of the operating expenses where deemed necessary to conduct the following projects.
The Mayor may build a system for cooperation among the industry, academia and research communities and conduct the following projects based thereon in order to facilitate the development of the hydrogen industry.
The Mayor may conduct the following projects to improve the citizens' awareness and understanding of the promotion of the hydrogen industry and hydrogen safety management of the Ulsan Metropolitan City.

The Mayor may entrust the following business affairs to City-invested or City-funded institutions, universities, or research institutes for the smooth conduct of a project.

The purpose of this Ordinance is to prescribe matters delegated by and matters necessary to enforce the Act on Special Cases concerning the Simplification of Authorization and Permission Procedures for Industrial Complexes, the Enforcement Decree of the Act, Industrial Sites and Development Act, and the Enforcement Decree of the Act. The terms used in this Ordinance shall be defined as follows: <Revised on Dec. 31, 2014; July 8, 2021>
Except as otherwise expressly provided for in other statutes, this Ordinance shall apply to industrial complexes which are designated or approved by, and undergo consulted with, the Mayor of the Ulsan Metropolitan City (hereinafter referred to as the "Mayor") with respect to general industrial complexes and urban high-tech industrial complexes (hereinafter referred to as "General Industrial Complexes, etc.") under the Industrial Sites Act. <Revised on Dec. 31, 2014; Sep. 29, 2016>
The Support Center shall perform the following functions <Revised on May 9, 2024>
There shall be one executive secretary and one clerk to handle the affairs of the Support Center, and the deputy director in charge of industrial complexes shall be the executive secretary and the person in charge of the affairs of industrial complexes shall be the clerk. <Revised on Sep. 29, 2016>
A meeting of the Support Center shall be held within 30 days of the acceptance of a letter of intent to invest under Article 7 of the Act, and shall be convoked by the president of the Support Center where the Mayor requests it or where the president of the Support Center deems it necessary. <Revised on Sep. 29, 2016>
The president of the Support Center may notify the person who has submitted a letter of intent to invest, of an opinion, including matters to be revised, etc. after reviewing the content of the submitted letter, subparagraphs of Article 7 (2) of the Act, and the standards for business sites, etc. <Revised on Sep. 29, 2016>
The Mayor may allocate budget funding necessary for the Support Center to conduct its affairs and pay within budgetary limits, consulting allowances and travel expenses, etc. to specialists attending a meeting or answering a request for advice pursuant to the Ulsan Metropolitan City Ordinance on Payment of Allowances and Travel Expenses for Various Committees. <Revised on Sep. 29, 2016>
The Mayor may give a prize to the employees who contribute on designation and development of industrial complexes and those who are dispatched from relevant organizations. <Revised on Sep. 29, 2016>
The Ulsan Metropolitan City Local Industrial Complex Planning Deliberation Committee (hereinafter referred to as the "Committee") shall be established to deliberate on the permit on industrial complex planning, including General Industrial Complexes, etc. under Article 6 of the Act on Special Cases Concerning the Simplification of Authorization and Permission Procedures for Industrial Complexes, Article 4 of the Enforcement Decree of the same Act (hereinafter referred to as the "Decree"). <Revised on Dec. 31, 2014, Dec. 1, 2022>
The Committee shall deliberate on the following matters:
There shall be an executive secretary and a clerk to handle the affairs of the Committee, and the Director in charge of affairs for industrial sites and complexes shall be the executive secretary and a Deputy Director in charge of industrial sites shall be the clerk. <Revised on Dec. 31, 2014; Sep. 29, 2016>
A person who attends a Committee meeting shall not disclose secrets that he/she has learned while performing his/her duties.<Revised on Sep. 29, 2016>
Attendance allowances and travel expenses, etc. may be paid to the members who attend the Committee meeting within the budget under the Ulsan Metropolitan City Ordinance on Payment of Allowances and Travel Expenses for Various Committees. <Revised on Sep. 29, 2016>

The purpose of this Ordinance is to prescribe matters as required by the National Land Planning and Utilization Act, the Enforcement Decree for the same Act, the Enforcement Rule for the same Act, and related Acts and subordinate statutes as well as to prescribe matters necessary for the enforcement of such matters. <Revised on Nov. 5, 2009; Dec. 29, 2016>
The basic direction of utilization and management of the national land in the Ulsan Metropolitan City (hereinafter referred to as the "City") shall be to achieve environmentally friendly and sustainable development through conservation of nature and efficient use of resources according to the basic principles of Article 3 of the National Land Planning and Utilization Act(hereinafter referred to as the "Act"). <Revised on Nov. 5, 2009; Nov. 2, 2017>
Where the Mayor intends to determine whether to reflect the residents' opinion, he/she may consult, if necessary, with an advisory group or the City Urban Planning Committee. <Revised on Dec. 29, 2016>
Provisions of Articles 3 through 5 shall apply mutatis mutandis to consultation, hosting procedures for public hearings, etc. regarding the Urban Master Plan. Section 2 Limitations on Activities within Scenic Districts

The height of buildings constructed within natural and special scenic districts according to Article 72 (2) of the Decree shall not exceed 11 meters. In such cases, height includes protruding parts on the roof top such as water tanks and staircases. Section 3 Limitations on Purposes of Buildings within Special Use Restriction Districts

In accordance with Article 76 of the Decree, it’s not allowed to construct any buildings in harbor facility protection districts except those in any of the followings or those for similar use to any of the followings. In accordance with Article 76 of the Decree, only buildings which get permission in accordance with Article 35 of the Act on Conservation and Utilization of Cultural Heritage or Article 17 of the Act on Preservation and Utilization of Natural Heritage shall be allowed to be constructed in a historic and cultural environment conservation district. <Revised on May 9, 2024>

Section 5 Building-to-Land Ratio and Floor Area Ratio within Districts
The building-to-land ratio and floor area ratio of buildings in districts according to Article 77 (1) of the Act and Article 84 (1), Article 85 (1) and Article 85 (2) of the Decree shall be as prescribed in attached Table 24. <Revised on Nov. 5, 2009>
11-2 of the Enforcement Decree of the Special Act on Designation and Management of Free Economic Zones, the building coverage area ratio or floor area ratio in a free economic zone shall be not more than one hundred and fifty (150) percent of the building coverage ratio or floor area ratio applicable to the corresponding zoning district under Article 46 (the maximum building coverage ratio shall not exceed 80 percent). Section 2 Standing Group for Urban Planning
A Standing Group for Urban Planning (hereinafter referred to as the "Group") may be established according to Article 116 of the Act. <Revised on Nov. 5, 2009; Nov. 2, 2017>
The head of the Group (hereinafter referred to as the "Group Head") and Group members shall be composed of no more than 10 people from members of the Urban Planning Committee and from public officials of the City (heads of related departments) according to Article 116 of the Act. <Revised on Nov. 5, 2009; Dec. 29, 2016>
The chairperson shall be in charge of operation and overall management of the Group and shall appoint a Group Head from among the Group members in order to lead the members and for work convenience.

The purpose of this Act is to promote the MICE industry, thereby enhancing the brand of Ulsan Metropolitan City as a MICE industry city; and contributing to developing the exhibition industry and tourism industry and invigorating the regional economy.
The Ulsan Metropolitan City Mayor (hereinafter referred to as the "Mayor") shall formulate and implement a comprehensive policy for the continuous growth, development and strengthening of competitiveness of the MICE industry and shall prepare measures to support the same, including securement of necessary budget.
The Mayor may entrust part of administrative affairs related to promoting the MICE industry to specialized institutions or organizations according to the Ulsan Metropolitan City Ordinance on Entrustment of Administrative Affairs. <March 18, 2021>
The Mayor may grant rewards to outstanding enterprises or entrepreneurs in the MICE industry that have rendered remarkable contributions to promoting the MICE industry, according to the Ulsan Metropolitan City Ordinance on Granting Rewards.

The purpose of this Ordinance is to contribute to securing the good order of circulation of Ulsan Love Gift Certificates, strengthen the local community, and activate the local economy by specifying matters pertaining tothe “Act on Promotion of Use of Local Love Gift Certificates” and the Enforcement Decree of the same Act.
The terms used in this Ordinance shall be interpreted in accordance with Article 2, “Act on Promotion of Use of Local Love Gift Certificates” (the “Act”).
The matters related to the issuance and operation of Ulsan Love Gift Certificates (the “Gift Certificates”) and support for the promotion and use of the Gift Certificates shall comply with the rules and regulations specified in this Ordinance unless otherwise specified in other Ordinances.
The Mayor shall publish the revocation of sales agency registration on the Ulsan Metropolitan City website in accordance with Clause 1, Article 8 of the Act.
The ‘percentage specified by the Ordinance’ in Article 3, Enforcement Decree of the Act means 60/100.
If the face value or the number of gift certificates cannot be identified for any reason, including damage, the gift certificate holders can request a re-issuance of a gift certificates of an equivalent amount as designated by the Mayor in accordance with Clause 2, Article 12 of the Act.
The Mayor has the right to retrieve, partially or wholly, the amount in any of the followings when a sales agent infringes upon Subparagraph A, Paragraph 2, Clause 1, Article 10 of the Act:

The purpose of this Ordinance is to effectively achieve the goals of international development cooperation policies by specifying the matters required to promote the international development cooperation of Ulsan Metropolitan City in accordance with the “Framework Act on International Development Cooperation”.
This Ordinance applies to international development cooperation businesses to be planned, promoted, and operated by Ulsan Metropolitan City.
Implementation of the international development cooperation businesses shall comply with the provisions specified in this Ordinance unless otherwise specified in other ordinances.
The Mayor can provide administrative and financial support as required to public and private organizations for promoting businesses in accordance with Clause 2, Article 7 of this Ordinance.
The Mayor can establish and implement a variety of plans to widely acknowledge the necessity of international development cooperation to the public and enhance awareness.
The Mayor shall endeavor to develop experts on international development cooperation.
The Mayor can entrust a part of businesses related to international development cooperation to a public or private organization which satisfies any of the following:
The Mayor can award a prize to enterprises, organizations, or individuals for distinguished contributions for promoting and supporting international development cooperation businesses.

The purpose of this Ordinance is to specify the matters addressed by the 「Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis」 and the Enforcement Decree of the same Act, matters necessary for implementation thereof, promotion of the transition to a carbon-neutral society, and the activation of green growth.
This Ordinance shall govern the transition to a carbon-neutral society and the promotion of green growth unless otherwise specified in other ordinances.
The Mayor shall announce the Framework Plan and examine the progress and achievement in accordance with the Framework Plan every year.
The Mayor shall compile relevant data and statistics for analysis of greenhouse gases every year in accordance with Clause 3, Article 36 of the Act.
The term of office for members of the Commitee is 2 years.
The Committee may have a Secretary to deal with administrative affairs. The director of the department related to carbon neutrality acts as the Secretary.
The Mayor may establish and operate a just transition support center in accordance with Clause 1, Article 53 of the Act, in order to protect and support industries and regions where social and economic inequalities will be aggravated in the course of a transition to a carbon-neutral society after the designation as a special district for just transition in accordance with Clause 1, Article 48 of the Act.
The Mayor may support public organizations under Clause 1, Article 26 of the Act to achieve the reduction targets per organization under Clause 1 and 2 of the same Article.
The Mayor shall designate the Director of Environment Affairs as a chief officer of compliance with carbon neutrality for efficient transition to carbon-neutral society and the promotion of green growth in accordance with Clause 1, Article 79 of the Act.
This Ordinance shall enter into force from the date of its promulgation.

The existing green growth promotion plan established in accordance with 「Ulsan Metropolitan City Framework Ordinance on Low Carbon and Green Growth」 and general climate action and implementation plan and adaptation measures established in accordance with 「Ulsan Metropolitan City Ordinance on Actions against Climate Crisis」 at the time this Ordinance enters into force shall be maintained until the framework plan and adaptation measures in accordance with this Ordinance are formulated.

This Ordinance shall govern the promotion of the environmental industry unless otherwise specified in other ordinances.
The chairperson may ask relevant public officials or experts to join the meetings and hear their opinions, if necessary for deliberation on the agenda or request cooperation from relevant institutions or organizations, including the submission of data or opinions.
The Mayor may provide financial support within the budget to borough or county governments, environmental business entities, relevant institutions, or organizations for the promotion of the environmental industry.

The Ulsan Metropolitan City Mayor (the “Mayor”) shall endeavor to compile and implement policies required for the promotion of the beauty industry.
The Mayor may implement and operate a cooperation network with universities, research institutes, organizations, or groups for the promotion of the beauty industry.
The Mayor may designate business entities and goods receiving good evaluation results as good business entities and goods, respectively, for the protection of consumers and quality improvement of beauty services.
The Mayor may give prizes to individuals or groups which are deemed to have made a distinguished contribution to promoting the beauty industry.

The purpose of this Ordinance is to preserve the natural environment and promote the successful establishment of ecotourism by prescribing matters necessary for promoting and supporting ecotourism in Ulsan Metropolitan City.
The term “ecotourism” is defined in Subparagraph 18 of Article 2 of the “Natural Environment Conservation Act.”
The discovery and development of ecotourism resources should be implemented with the participation of local residents so that ecotourism sites can be protected and utilized as places for ecological experiences and environmental education.
The Mayor may subsidize expenses necessary for projects promoting and supporting ecotourism within budgetary limits.
The Mayor may reward persons, corporations, organizations, etc., who have contributed to the promotion of ecotourism in accordance with the “Ulsan Metropolitan City Ordinance on Awards.”
The Mayor may entrust a corporation, organization, etc., related to ecotourism with the operation of the Migratory Bird Ecotourism Program pursuant to Article 5 (2) 3 in order to efficiently implement the ecotourism vitalization project.

No person shall engage in any of the following acts in an ecological and scenery conservation area, provided that this shall not apply where it is necessary for military purposes or where urgent measures are required due to a natural disaster or other disaster prescribed by Presidential Decree corresponding thereto.

The Mayor may order a person who violates Article 7 (1) in an ecological and scenery conservation area to suspend such violations or to restore the area to its original state within a fixed period.
