“Ulsanto Directly Oversee the Yulhyeon District Urban Development Project” Project implementation by LH deemed difficult after preliminary feasibility study results Ulsan decides to expedite the project through the sole implementation of Ulsan Metropolitancity Corporation
Following the results of the preliminary feasibility study announced in September, which caused delays in progress, Ulsan Metropolitan Government announced that it will promptly resume the Yulhyeon District Urban Development Project through exclusive implementation by Ulsan Metropolitancity Corporation. The Yulhyeon District Urban Development Project aims to create an urban–rural complex “Happy Town” in Yulli, Cheongnyang-eup, Ulju-gun, and includes the relocation of the Agricultural and Fishery Wholesale Market. The project was finalized in August 2020 through an agreement between Ulsan Metropolitan Government, Ulju County, Korea Land and Housing Corporation (LH), and Ulsan Metropolitancity Corporation, with full administrative procedures beginning under the current 8th municipal administration. To expedite implementation, Ulsan has been carrying out administrative procedures concurrently with the feasibility study—such as submitting a proposal for lifting the Green Belt (GB) restriction and designation of the urban development zone in September 2022, a request for designation of the zone in September 2023, and an application for urban management plan revision in January last year. The city has also worked to secure the project’s feasibility by requesting an exemption from the preliminary feasibility evaluation for the Agricultural and Fishery Wholesale Market relocation project, which was selected as a Ministry of the Interior and Safety public contest project, and by thoroughly explaining its expected contributions to regional development. However, according to the Ministry of Economy and Finance’s preliminary feasibility study results released in September (B/C 0.37, PI 0.90, AHP 0.336), LH (Korea Land and Housing Corporation) faced difficulty proceeding with the project. Therefore, Ulsan decided to change the implementation structure from a joint implementation between LH and Ulsan Metropolitancity Corporation to sole implementation by Ulsan Urban Corporation, in order to move the project forward without further delay. This decision comprehensively considered several factors, including: the significant progress already made in legal and administrative procedures, the acceptance of the urban development zone proposal and establishment of favorable development conditions, the conclusion and fulfillment of agreements with related institutions, and the high expectations and demands of local residents. In addition, the plan includes the possibility of Ulsan directly implementing the Agricultural and Fishery Wholesale Market relocation project. Ulsan Metropolitancity Corporation will review the project’s financial feasibility, and if sufficient profitability can be secured without dividing the project area, the corporation will implement the entire project independently. Based on the feasibility study results, the city will reassess the existing project plan, eliminate uncertainties, and explore additional measures to shorten the project duration while ensuring stable implementation. Lee Jae-gon, Director of Urban Planning, stated, “The Yulhyeon District Urban Development Project holds great significance in many aspects, including strengthening administrative functions around the Ulju County Office, creating residential zones, and establishing a foundation for agricultural and fishery distribution, processing, and logistics industries. Considering its importance, we will do our utmost to ensure the project proceeds swiftly.” Meanwhile, on November 11, Ulsan held a briefing session for local residents to explain the relaunch plan of the Yulhyeon District Urban Development Project, outlining the project direction and implementation schedule.
Ulsan launches an integrated brand to enhance the public housing image Ulsan Metropolitan Government announced that it has newly developed “U Home” as the integrated brand for public housing. According to the city, public housing has long played a key role in ensuring residential stability for citizens, yet its rigid and institutional image has created a sense of distance between the city and residents. To address this, the city plans to improve public perception of public housing and enhance residential quality and satisfaction through the introduction of a unified brand identity. The name “U Home” combines Ulsan and Home, delivering the message: “In Ulsan, there is a home for you.” It also reflects the city’s philosophy of creating warm and caring public housing that embraces the daily lives of every Ulsan citizen—beyond merely providing residential spaces. The new brand will be applied to new public housing complexes for youths, newlyweds, and seniors supplied by Ulsan and Ulsan Metropolitancity Corporation. Through the unified “U Home” name and design system, the city aims to strengthen the identity and consistency of its public housing projects. A city official stated, “U Home is not just a name change, but the starting point of a new residential culture that reflects Ulsan’s regional identity. We will continue to enhance the value of public housing so that everyone can enjoy a stable and dignified life.” End.
Ulsan To Conduct Emergency Safety Inspections on Nine Building Demolition Sites Preventive measure following the boiler tower collapse accident at Ulsan Thermal Power Plant Ulsan Metropolitan Government announced that, in response to the recent boiler tower collapse during demolition at the Ulsan Thermal Power Plant, it will conduct emergency inspections of nine ongoing building demolition sites across the city from November 12 to 14. The inspections are intended to prevent potential collapse risks and safety violations that could lead to similar accidents during demolition work. The city will carry out the inspections jointly with district offices and private experts to enhance the effectiveness and reliability of the process. The inspection targets buildings that, under the Building Management Act, require demolition permits—those with a total floor area exceeding 500㎡, height over 12 meters, or more than three stories. Inspection teams will focus on compliance with demolition plans, worker protection measures for high-risk operations, and the status of secured safety passageways. A city official stated, “We will take this tragic accident as a reminder and do our utmost to prevent similar incidents in the future. By strengthening cooperation between public institutions and the private sector, we will reinforce safety management at all construction and demolition sites.” End.

Fake Service Orders Using Impersonated Ulsan Officials Reported Ulsan Urges Citizens to Verify Department Information and Exercise Caution Ulsan Metropolitan Government has urged citizens to be on high alert following multiple recent cases of new types of electronic financial scams (phishing) involving fraudsters impersonating Ulsan City Hall employees. The city emphasized that citizens should immediately report any suspicious contact to the police. According to the city, scammers have been posing as City Hall officials and attempting to commit fraud by pretending to place moving service orders on behalf of specific departments. In one case, a local moving company received a call from someone claiming to be a City Hall employee, requesting an estimate and a copy of the business registration certificate, even providing a scheduled moving date, leading the company to visit Ulsan City Hall in person. Upon verifying with the relevant department, it was confirmed that the request was false, preventing potential damage. Other similar cases have been reported, including voice phishing, supply scams, and door-to-door sales fraud, all involving individuals impersonating City Hall staff. Recently, the methods have become even more sophisticated, with scammers forging business cards and official documents bearing the names and titles of real City Hall employees, prompting the city to issue an additional warning for vigilance. A city official stated, “We are seeing increasing cases of people impersonating City Hall employees to request moving or service contracts, product purchases, or copies of bank accounts. Please verify the authenticity of such requests directly with the relevant department, and immediately report any damage or suspicious contact to the police.” End.
